The EU-UK sanctions come regardless of a previously said willingness to cooperate with Russia. High Representative of the European Union Josep Borrell had acknowledged the significance of such cooperation. On Monday, he argued that the EU wanted “to engage with Russia on foreign policy issues,” and drew explicit consideration to the Nagorno-Karabakh battle and Moscow’s position in negotiating a peace deal.
